Apparently the word has its origins from the a 2001 episode of 'The Simpsons'. It became popular in American culture and spread across the Atlantic to Britain where it now lands in the dictionary.It was noted that 'meh' lies somewhere between spoken and written english (in otherwords, online lingo). I'm not one to use this word much though. I'd rather say 'whatever'. Who does?
